Windows Dev Kit installer available for testing

Hi,

the promised Dev Kit installer that comprises the GTK runtime package installer is available here. It would be nice if some people would test it on Windows Vista and 7 and tell me if everything works as expected. You have the choice to install GTK either in a private or a system-wide way. In both cases the Dev Kit should work immediately after installation. All file types defined by SLUDGE should get their own icons and be associated with the programs.

It seems to work perfectly! I tested it on a virtual machine running Windows 7 Pro, 64-bit. Thanks for packaging this. Windows users will be very pleased!
